Guitar Licks illusion i dont understand?

Q. I am trying to play guitar licks and learned the minor pentatonic scale. But when i see people play licks, their index finger stays in one place on the same note and their ring finger looks like its jumping up and down and they are play all they guitar licks from one spot.
